YOUR ENTITY MUST HAVE A CURRENT SOUTWEST IDAHO INTEGRATED NETWORK (SWIWIN) USER AGREEMENT OR SUB-SWIWIN AGREEMENT WITH A PARTNER ENTITY IN PLACE PRIOR TO RECIEVING APPROVAL OF SYSTEM TALK GROUP REQUESTS.
If you do not have a current SWIWIN Agreement and are a County, State, Federal agency, or Non-Government Organization (NGO), please contact SWIWIN 700 MHz Public Safety Network Administrator at radiorequests@adacounty.id.gov or contact your local/regional radio system administrator for direction. A copy of your current SWIWIN agreement may be requested to complete this application process.
All NGO REQUESTS MUST HAVE A SPONSOR GOVERNMENT/PUBLIC SAFETY AGENCY(Reference CFR Title 47, Part 90.523 for more information)
Talkgroup Alias/Naming Convention:
Talkgroup alias and names follow a standardized format of a PREFIX-NAME-NUMBER and cannot exceed 14 characters long. PREFIX is the agency identification as specified by APPENDIX C of the SWIWIN SOP. Agency identifiers are the county designator in which the agency operates. For State and Federal agencies, the PREFIX can be the agency identifier or region in which the talkgroup will operate, i.e. and ISP talkgroup in district 4 PREFIX would be SP4- for State Patrol District 4. NAME is free to choose but is recommended to utilize a name that allows the use of the talkgroup to be discernible. Examples of this would be PATROL, SO, FIREOPS (FOPS), EMS, etc. NUMBER is not required if no other talkgroup with the same PREFIX-NAME is being requested. i.e. if 1A-SO-1 already exists and the next requested for additional talkgroups should be 1A-SO-2.
All talkgroup aliases must be unique to the system and to the agency. For more information on talkgroup naming reference the SWIWIN SOP section 4.3.
Use the drop down box to select each site for the talkgroup requested to be allowed access to. Each site will default to “Allow,” but you may also choose “Always Broadcast.”
Each site requested requires approval from the Site Owning Agency. SYSTEM-WIDE or ALL-SITE talkgroup requests require approval from ALL site-owning agencies.
Always Broadcast: Always Broadcast site indicates that the site receives and broadcasts the indicated talkgroup even when no radios are active (affilitated) to the talkgroup at the site. This is sometime done to improve scan operations for primary channels. If checking this box on the Always Broadcast you are indicating to the site owner that you are requesting this service at their site.
Always Broadcast talkgroups utilize a site resource regardless of radio active (affiliation) status. Excessive Always Broadcast talkgroups at a site can cause channel capacity issues and system busies to other users. Because of this, Always Broadcast talkgroups at sites are carefully considered and limited. Unless the talkgroup is for a primary public safety agency in the regional area of the site and is a primary talkgroup,
Always Broadcast talkgroup status at a site is typically not approved. Even in the case of primary agency/primary talkgroup if a site has limited channel capacity the request may not be approved. Due to these factors a request for System Wide, All Sites, talkgroup with Always Broadcast for all sites is not advisable or likely to be approved.
